"My friends, I have suffered greatly by the stoppage of trade. On the north coast there is not now a single vessel of force for the protection of trade from London to the Orkneys, an extent of coast above 800 miles, which has occasioned the capture of a great many vessels, principally by small privateer cutters, one of which, with only 28 men, took above 20 vessels off Flambrough head, all of whom she ransomed immediately. I paid 5l. 5s. premium per cent. insurance on a vessel from Berwick, when the usual insurance is only 1l. per cent. which amounts almost to a prohibition of any trade to those parts,"
