CONFEDERATE FLAGS.

Many of Them Cannot Be Identified.

The War Department has met with an unexpected obstacle in the distribution to their respective owners of the Confederate flags captured in the Civil War. It is found that many of the flags cannot be identified. This is because they were turned over to the department at the end of the war without any record of where they were captured.

All of them are tattered and worn from age and service.

A question has arisen whether the department shall retain these unidentified flags or turn them over to some depository for Confederate relics.
