MONDAY'S PROCEEDINGS.
WASHINGTON, May 6, P. M.
Senate—The Vice President being absent, Mr. King, of Alabama, was chosen President pro tempore.
Mr. Borland moved the printing of 30,000 copies of the second part of the Patent Office Report, which is devoted entirely to agriculture and agricultural statistics.
Mr. Davis, of Mississippi, thought the number of copies proposed to be printed inordinately large, and moved to restrict it to 500.
The subject gave rise to an animated debate, which was participated in by Messrs. Turney, Borland, Rusk, Badger and Berrien, who favoured the printing of the larger number, and by Messrs. Davis, of Mississippi, Foote, Butler, Dawson and Mason, who supported the motion of Mr. Davis. The vote was then taken, when Mr. Davis' motion failed, and 30,000 copies were ordered to be printed.
Mr. Yulee offered a resolution of inquiry, calling upon the President of the United States to communicate to Congress all correspondence relative to the convention of the people of California and the formation of a State Constitution by that Convention, not already communicated; also, whether General Riley's proclamation recognising the State Government, received the approval of the President.
Under the rule the resolution lays over one day.
The bill to establish a Board of Accounts was then taken up, amended in several particulars, and laid aside.
Adjourned.
House of Representatives.—Mr. Bayly, on leave reported back the Deficiency Bill, with the Senate's amendments thereto; thereupon the bill and amendments were committed to the Committee of the Whole.
Mr. Stanley moved to suspend the rules to enable him to introduce a resolution directing the Ewing Special Committee to extend their inquiries to clerks and heads of Bureaus under the late Administration, who were in the habit of writing for the public newspapers, &c.
The rules were suspended, and the resolution so amended as to provide for the appointment of another special committee to take charge of this branch of the subject; and then the resolution, as amended, passed.
On Mr. Crowell's motion, a resolution was adopted calling upon the Secretary of War for all instructions emanating from his Bureau to the Military Officers in New Mexico, relative to the claim set up by the State of Texas touching the exercise of authority by that State over said Territory.
Mr. Burt asked leave to introduce a resolution notifying the Government of Great Britain of the intention of the American Government to withdraw her squadron from the coast of Africa. Leave refused.
THE CENSUS BILL.
The House then went into Committee of the Whole, and took up the Census Bill. All the amendments proposed by the Committee on the Judiciary were concurred in.
Mr. Vinton moved additional sections by way of amendment, providing for future enumerations, and limiting the number of members of the House to two hundred. Pending the consideration of these important amendments, the Committee rose, and the House adjourned.
