The last London papers received in America are of the 20th of July, brought by the Sally Ann.
The fact that negotiations for peace are pending, is established by the declaration of the British King on the prorogation, of Parliament which took place on the 23d of July. Parliament was to assemble again on the 28th of August. The people of Great Britain are said to be, apparently, equally divided as to peace or war. Those who are for peace are considered of the Fox party. It is not said who is the leader of the friends of war. The editors opposed to the Foxites are zealous and able. The advocates for peace find their hopes supported, by the certainty that something like negotiations have been going on for more than a month and no pretensions have been exhibited on either side so insuperable and offensive as to cause a rupture. No doubt if any peace is made it will be a general one. The shortness of time for which Parliament has been prorogued, gives rise to a conjecture that government expects to be able, by the 28th of August, to make some farther interesting communication on the subject: although it is well known that the time of meeting can be extended. If there should be a rupture of the negotiation desperate efforts may be expected on both sides. If peace takes place, Bonaparte will probably devote a large share of his attention to the augmentation of his Navy: but it is probable he will restrain his Zeal so as to furnish as little food for British jealousy as possible without neglecting a favorite object. It would require the first year of peace to recover St. Domingo, and organize a government there; to re-organize the governments of the colonies: and to make all the necessary arrangements for the resuscitation of the maritime commerce of France.
