The revocation in council of the British king of the order for seizure of American vessels, laden with provisions, bound to France, is to be ascribed to the first determination which was made by the President of the United States not to ratify the Treaty with Great-Britain, until those orders were withdrawn, which determination was by order of the President made known to Hammond the British minister, some time on or about the 23d of July, and that minister immediately wrote a letter to his Court to answer the same, which letter must have reached England about the 1st of September, and produced the effect that has been stated. That this effect could not have been produced by the President's after ratification of the Treaty on the 14th of August, is apparent, since Hammond, who carried it with him, did not sail from New-York until the 7th of August, and was in Halifax about the last of that month, so that there was not time for him to reach England by the 10th of September. The people of the United States must therefore not be disappointed or surprised to see those orders of seizure renewed by the British government, (agreeable to a modest proposition of Hammond himself, when here, to our government) as soon as the pusillanimous act of ratification shall be known to them.
