Among all the reasons the radicals assign for pelleting Federal soldiers upon the South, they never mention the only one that is of any force, and that is that they may protect negroes who desire to vote the conservative ticket. It is a notorious fact throughout the South that negroes are prevented from voting as they wish by the dread they have of the vengeance of the majority of their race. The card of the colored preacher elsewhere in to-day's Gazette shows what effect this dread has in Richwood.
