On Wednesday last arrived here Capt. David Smith, in the brig Sally, after a passage of 46 days from Bordeaux in France. Capt. Smith informs, that the spirit of the nation continued the same as it had been--even foreigners were not permitted to walk the streets without the National Cockade--regiments were raising, equipping, exercising, &c. and that the "LIBERTY OF THE NATION" was loudly called for and insisted on, through all ranks, from the mouth of quivering age to the lips of lisping infancy.
When the Sally left Bordeaux a rumour was circulating, that the Emperor of Germany was about to espouse the cause of the French Nobility, furnish them with troops, &c.
