INTERNATIONAL AFFAIRS ARE COMING TO A HEAD

WASHINGTON, Sept. 27.—Today marked the beginning of a new period in the government's international affairs.

Important developments with Germany and Austria are impending. The first sealed mail pouch to reach here in several days has brought matters to a head.

In the pouch were additional letters taken from Capt. James F. J. Archibald, Austrian Ambassador Dumba's messenger, and also further evidence concerning the sinking of the Allan liner Hesperian.
