Books for the Registration of Women Will be Secured.

When Woman Wills She Will

President Bayne Says Women Will Vote, the Decree of the Court Notwithstanding—Miss Mamie Schwab Resigns as Clerk of the Board of Elections—Her Successor Will be a Man and a Democrat.

No further time will be lost by the board of elections waiting for the decree of the court in the case brought at Columbus to test the law giving women suffrage on school questions. Bids for books and other necessary stationery with which to register female voters in Cleveland will be advertised for at once, as the law requires they must be in the hands of the secretary of the board not later than March 1.

The much mooted question was decided by the board at a meeting held Thursday morning. All the members, except Mr. Buckley, who is at home ill, were present. One of the first items before the board was the written resignation of the clerk, Miss Mamie Schwab. It was accepted to take effect Feb. 1. No particular reason was assigned for this action on the part of Miss Schwab. When she goes out of office she will make a short visiting tour to other cities. She announced she would give a reception to her many friends on the occasion of her going out of office. Her successor will be a man and a Democrat. This fact was announced by President Bayne who also said that he did not know the name of the person. The matter is decided in the minds of other members, however.

The clerk who will succeed Miss Schwab is the candidate of Mr. Clausen and Capt. Rice, dictated by Director Farley and Mayor Blee.

In connection with the preparations for registering women voters the question arose whether another safe ought to be purchased for the purpose of keeping the books in. President Bayne said he thought it would be an unnecessary expenditure, as the books could as well be kept in one of the numerous cabinets in the office, which are at present filled with old books and blanks.

"I doubt the propriety," said he, "of having books for both the spring and fall. It will be much better to register the women on the two special days of registration in the spring. There will be more opportunity then, as very few or none of the men will register at that time."

Secretary Rowbottom suggested that the law would require the board to have books for the fall days as well as the spring days. "We will have to be ready to register them then," said he, "for it is more than likely some of them will be stubborn and insist on being registered at that time."

Mr. Bayne then said that if such was the case the books ought to be large enough so the women could be registered in them both spring and fall. The pages covered with the spring registration could be cut out, he said. Then turning to the question of women candidates for the school council, he said: "If the women present an independent ticket they will have to nominate their candidates by petition. The ticket will have to contain four names, otherwise it will not be known whose place they want their candidate to take. If they do not want an independent ticket they can announce themselves before the primaries on either the Republican or Democratic ticket and be voted on in the convention the same as the other candidates."

Secretary Rowbottom suggested that before purchasing books the board might wait a few days until the court had determined the test case at Columbus.

"Well, you can make up your mind that, court or no court, the women are going to vote," replied Mr. Bayne. "They have determined to vote and they are going to do it." After some further discussion, during which it was decided that bids for books would be advertised for at once, the board adjourned.
