HARTFORD. November 17.

Copy of a letter from a gentleman at Princeton, to his friend in this town, dated October 11.

SIR,

I received yours of the 8th inst. requesting a copy of the act of Congress for the erecting a new state, &c. That act is not yet completed: there must first be a treaty with the Indians, which will be held as soon as may be.--The commissioners are not yet appointed, but will be in a few days.--The boundaries of the new state are proposed to begin at the confluence of the great Miami River and the Ohio--thence up the great Miami to the mouth of the Mad River--thence by a straight line to the Miami Fort and village of that name--thence by the little Miami River to the lake Erie, comprehending all the lands lying between the lines aforesaid on the west, lake Erie on the north, Pennsylvania on the east, and the Ohio on the south east; it being a territory of about three fourths of the bigness of Pennsylvania.--Out of it will be laid the bounty lands to the lines of Virginia, Maryland, Delaware, New Jersey, Connecticut, Rhode-Island, Massachusetts, and New Hampshire, the other states determining to pay their own lines out of their own lands.--Congress are this day to admit M. Van Berkel, the Dutch Minister Plenipotentiary, to an audience.
