WASHINGTON, Aug. 5.—Senator James Watson, of Indiana, Republican, today asked the Senate to reject the portion of the Versailles treaty which gives Japan control of the Shantung Peninsula. He said the history of the German and Japanese acquisitions of Shantung had been one wrong heaped upon another. He said the President insists that Japan intends to return Shantung to China, but asked: "Why isn't that clause written in the treaty?" Watson declared that Japan's protestations of good faith were unbelievable.
