Letters by yesterday's Flanders mail say, that the Amphion frigate is fitting out at Brest, to carry over an engineer, and materials for erecting a small fort on the island of St. Pierre, in North-America. In the articles of the late peace, the islands of St. Pierre and Miquelon (the former 3 miles broad, and the latter six) are to be ceded to France for the uses of her fishery, the Most Christian King obliging himself, upon his royal Word, to erect no fortifications, to maintain only a small guard of 50 men for the police.
