Jan. 13. The reason that has been assigned by the natives of Portugal for throwing themselves into the arms of the Bourbon confederacy, and receiving the woolen and other goods of France in preference to those of Great Britain and Ireland, is, that the English have lost the sovereignty of the deep, and not being able to maintain their own possessions, could not be supposed to have the power of affording any protection to theirs. Upon a similar principle the Dutch have violated the spirit and letter of all their former treaties, and have joined themselves to the French interests and ambitious views. Thus will it ever happen when the glory of a nation is eclipsed, and that the people have fallen from their ancient power and dominion. The only state that can now be said to fulfil the nature of their compacts with England, is Algiers, and notwithstanding the depredations they constantly commit on the vessels of other nations, they do not molest the British flag. Thus it is evident, that more faith and real honour are to be found among those freebooters or pirates, than in those Courts that affect a greater degree of refinement and civilization.
