General Strike Prevails in City and Clashes Occur Between Police and Men.
ARE ANGRY WITH OFFICIALS
Mayor and Cabinet Member Believed to Be Standing in With Strikers and No Arrests Are Made.
HAVANA, Nov. 24.-As a result of conflicts today between the police and the men on strike here two strikers are dead, and 32 other persons are wounded. The police have the rioters well under control tonight.
The strike became general this morning by the calling out of all the trades in sympathy with the cigarmakers. All tradespeople struck except the motormen and conductors of electric cars.
Trouble began by the holding up of electric cars by strikers, whose wrath naturally was directed against the street railway employees.
Several cars were wrecked and some motormen and conductors injured during the rioting.
The mayor then took drastic measures and issued an edict authorizing the chief of police to kill, if such action should be necessary, to preserve order.
A similar show of force early in the morning undoubtedly would have prevented trouble, but now the strikers had become emboldened and frequent clashes between them and the police occurred in all parts of the city.
Senor Tamayo has resigned the office of secretary of the government, but President Palma will not accept his resignation until the strike is settled.
The public blame Tamayo for active participation in the strike and say he and the mayor are responsible for today's riots as he had openly expressed sympathy with the strikers.
The situation is grave. The police will not make arrests owing to the pronounced sympathy of officials with the strikers. A mob of strikers drove the employees of the western railroads from the trains this morning.
No bread or meat is on sale, and a continuance of the strike will cause much suffering to the poor.
