Julian's Courage.
That was an interesting episode in the proceedings of the house of representatives on Wednesday, wherein the insolent Julian, from this state, was denounced as a "coward" by Mr. Chanler of New York, who was sitting, or standing, in Julian's immediate neighborhood. Julian's friend and colleague, the Speaker, came quickly to his aid, by pronouncing Mr. Chanler's remarks out of order. It is something very remarkable that democratic members, when called upon to speak of these radicals and their infamous measures, always are out of order according to the rulings of Speaker Colfax. So far as the practical effect is concerned, it would be just as well for the House to adopt a rule, in so many words, to the effect that it shall not be in order for a democratic member of the House to reflect in any manner upon any member or measure of the majority. This would save the speaker a good deal of wriggling, and the minority some breath.
Julian intimated to Chanler that he would give him an opportunity to test the quality of his courage. Nobody need apprehend pistols and coffee, however. Julian has no weakness in that direction. Happily for him, Gen. Meredith is now sequestered in some valley among the Rocky Mountains; and if Chanler should send him a hostile message, the nearest policeman would be promptly on hand to rescue the Indiana member from impending danger. Of Julian's courage, however, there can be no doubt. The manner in which he charges upon the rebel lines from his seat in the House, three years after the war is ended, is indubitable evidence of his pluck. -N. Y. Ledger.
