LATE AND IMPORTANT FROM EUROPE

By the ship Sully, Capt. Macy, which arrived this morning from Havre, we have received Paris dates to Sept. 29th, and Havre dates to the 30th inclusive.

On that topic of all-absorbing interest, the relations of Russia and Turkey, we have made copious translations and extracts, from which it will be seen that PEACE had not been concluded at the latest accounts, and that even the ARMISTICE is not of that general and decisive character which it has been represented. The accounts, as usual, are not free from contradiction, but the following conclusions, which are drawn from the whole by the Journal du Commerce of the latest date, are perhaps not far from the truth:

PARIS, Sept. 29.—"This is the amount of the various news from the East, as published in the Gazette of Augsburg: 1. Negotiations were opened on the 1st of September, at the head quarters of the Russian General, (then at Adrianople.) between the Plenipotentiaries of Russia and those of the Ottoman Porte. 2. On the 3d of Sept. These negotiations were suspended, but not broken off—the Turkish Plenipotentiaries having obtained a delay for the purpose of consulting their Government on one point of the treaty. 3. The delay granted by the Russian General, would expire on the 14th Sept. the day on which the treaty must be ratified by the Porte. 4. Notwithstanding all this, the march of the Russian troops had not been suspended, and according to accounts from Constantinople of Sept. 5th, their advanced posts were within 10 or 16 French miles of Constantinople.

The negotiations have not been broken off, but suspended; hostilities have not been recommenced, for the march of the army has never been suspended."
