The Democrats of the House must shoulder the responsibility for the dilatory manner the business of Congress has been conducted. They have an overwhelming majority in that branch, and if they had the good of the country at heart there should be no need of such waste of time. The Senate disposes of the appropriation bills without difficulty as fast as they are received from the House. In the latter branch several of the most important bills have been hanging fire for weeks, but this is in accordance with the practice of the great "reform" party.
