REMARKS FROM THE SHAMROCK.

Here is a precious concession from Mr. Rose: we shall give him credit for one half of his remark. It is as certain that England is floundering, as that France has her head above water. The French upon terra firma, her coffers full, and she out of debt, vast dominions, an army of at least 800,000 men, a growing marine, several powerful neighbors either in alliance with her or subject to her control, all contribute to raise her head out of "the bucket of water." How does England stand? The coast of the continent of Europe, from Gibraltar to Archangel, closed against her, (a small licensed trade at the will of Bonaparte only excepted, in which the balance is in his favour,) her commerce excluded from the United States, an enormous national debt of upwards of 800,000,000 pounds sterling, a tremendous navy battering down its own nation by its enormous expense, and then the internal state of her affairs, forming a picture almost impossible to contemplate without compassion. Mobs in almost every manufacturing town goaded to desperation by famine, setting the laws at defiance, or in sack-cloth and ashes supplicating for relief, with a thousand other streams of troubled waters replenishing the bucket in which her head is placed. A galvanistic application may occasionally give her the appearance of life, but the vital spark has long since fled.
