Mr. Plumer, late Governor of New Hampshire, in some late writings makes the following observations, which are, we believe, in this country, too generally applicable:

"In New Hampshire, where sinecure offices are not tolerated, and where offices are created for the benefit of the public, and not for the incumbent, no more officers should be made than are necessary to perform the business of their office, and accommodate the wants of the people.—The number of justices of the peace, have recently become so numerous that it is scarcely a mark of distinction—Their numbers, and the character of too many of them, has degraded the office, and may bring it into contempt. I can see no reason why their number for a county should not be limited by law, as well as the number of judges, senators, and representatives."
