Confederate Soldiers' Home.

Richmond, Va., March 6—A measure of Statewide interest has been presented in the House by Delegate Franklin Williams, of Fairfax, under provision of which wives and widows of Confederate Veterans may be admitted into the Confederate Soldiers' Home at Richmond. At present there are about 210 inmates at this institution, which has capacity for 300. It is said that wives and widows of Confederate Soldiers are in several of the almshouses and Confederate Women's Homes throughout the State, there being instances in which husbands and wives are thus separated. To remedy this evil is the object of the Williams measure, known as House Bill No. 318. The bill, which is an emergency measure, reads as follows:

"Be it enacted by the General Assembly of Virginia, that R. E. Lee Camp, number one, Confederate Veterans, a corporation created by an act approved March thirteenth, eighteen hundred and eighty-four, is hereby authorized and empowered, in the discretion of the board of visitors of the said corporation, to admit into the Soldiers' home at Richmond, Virginia, subject to such rules and regulations as the said board may prescribe, wives and widows of Confederate soldiers.

"An emergency existing, this act shall be in force from its passage."
