How often have you turned on a water faucet without getting water? Probably not very often.
One proved way to stretch dwindling water supplies is to discourage water waste through universal metering. Water Consumption in the United States averages 150 gallons per day, per person. When water meters are installed in a previously unmetered community, per capita water consumption decreases by about fifty percent.
