They likewise say, that a Minister Plenipotentiary will forthwith be nominated, and ample Instructions given him; and that he is to repair first to the Court of Bavaria, and then to the Electors of Cologn and Mentz, in order to make such Propositions as may keep them in the Interest of the Court of Vienna, and prevail on them to favour the said Election.
It also appears by these Letters, that they don't yet despair of bringing the King of Prussia into a right Way of thinking.
The Minister of the Archbishop of Saltzburgh, as President of the College of Princes, having lately laid before them the Schemes for a perpetual Capitulation, to the Observation of which the Emperors are to bind themselves by Oath at their Election, there was a Division: Several Ministers were for proceeding upon that Affair without Delay, whilst others thought it more advisable to put it off till after the Vacation, that in the Interim they might receive more explicit Instructions, to guide them in a Matter of such Importance.

Letters from Hanover indicate confidence that the British King will travel early next spring to expedite Archduke Joseph's election as King of the Romans. A Minister Plenipotentiary will be appointed to visit the Court of Bavaria and the Electors of Cologn and Mentz with propositions to maintain their alignment with Vienna and support the election. Hopes persist to influence the King of Prussia. The Minister of the Archbishop of Saltzburgh presented schemes for a perpetual Capitulation binding Emperors by oath, leading to a split: some ministers urge immediate action, others delay until after vacation for clearer instructions.
