ST. PETERSBURG, May 4. The Novoe Vremya, which under the new regime resumes its old relations with the government, prints today what it says is an authoritative statement of the Goreniykin ministry, coupled with the intimation, as predicted by the Associated Press, that an official announcement may not be given out until parliament is assembled. The ministry, however, which contains several unexpired names, is apt to find far less favor with the liberal majority in the popular branch of parliament than the Witte cabinet.
A remarkable feature of the slate is the selection of Count Ignatieff, as procurator, and M. Stishinsky, the arch reactionary and notorious aide of the late Minister of the Interior, Von Plehve, as minister of the agricultural department. These two names alone are enough to put the ministry under an eternal ban with the liberals. Even the Novoe Vremya gives the new cabinet not over a month of life.
