Full Text

Mr. Editor,—Yesterday morning there was quite a crowd collected near the Baptist church, corner of Chrystie and Delancy streets, in consequence of some petty pimp, who said he was in the employ of the corporation, undertaking to hinder the poor families in that neighborhood from getting a little rain water out of the cistern attached to the church. It appears that Mr. Chase, the minister, has always given permission to use the water; but now some loafer is endeavoring to deprive the poor people of it. Will you have the goodness to make known to the public through your extensively circulated paper, whether any petty fellow has any authority to debar the families from getting water?

This pimp not only threatened to cane any one who might dare to take the water, but also to use his best means to have them put into the penitentiary. I will add, that the gate has always been, and is now open, and that no objections have ever been made before. In this dry time the poor, as well as many others, are actually suffering for the want of rain water and it is to be hoped that the use of the cistern may be restored to those who are thus deprived.

Main Argument

a corporation employee lacks authority to prevent poor families from using the church cistern for rainwater, as the minister has always permitted it, and access should be restored during this dry period.
