Extract of a letter from an American gentleman on the continent of Europe, dated Dec. 28.
"THE noble declaration of our Executive, on the return of the American Envoys from France, has united all Europe, but the people of Germany in particular, even to a degree of enthusiasm. They say, that the cause is noble, to oppose a nation of Savages, who wish to oppress and enslave the most virtuous people on earth, and whose only crime is, daring to ask for justice from the greatest monster that ever raised its head. Such sentiments have raised the Emperor, voluntarily, the greatest and most powerful army that Germany ever supported; in consequence of which, and the progress of 33,000 Russians, who are already in Germany on their way to the Rhine (being a part of 80,000 which the Emperor of Russia sends against the French) the Directory have ordered large drafts from their forces in Holland, which leaves an opening for the rebellion, which is hourly expected to become general throughout the Batavian Republic: the people of Brabant have already revolted, and are in great force; some actions have taken place between them and the French. The people of Holland are in the most dreadful state of distress imaginable: their fishermen, watermen, and all those who gained their bread by the sea, are absolutely starving: the English preventing the neutrals from going into Holland, and even a fishing boat from getting to sea, and their friends the French oppressing them by requisitions, the people are driven to perfect madness."
