European advices grow more interesting as our war news grows duller. The news is to April 23d. European papers and politicians have heard of the fall of Richmond and generally regard it as the end of the rebellion. American securities consequently are in demand, with an upward tendency. The London papers naturally jump to the conclusion that, as the rebellion is suppressed, Uncle Sam will now be looking after affairs in Mexico, and they have a report that Louis Napoleon has made a proposition to England to make an offensive and defensive treaty for mutual protection in case of attack on Mexico or Canada. The czar of Russia is on a visit to Paris.
