Ottawa, July 21 — Dr. Kwame Nkrumah, Prime Minister of Ghana, offered what he called a "workable solution" for the Middle East crisis here today.
Dr. Nkrumah, here on a goodwill visit, addressed the Canadian Parliament in joint session.
He urged that a United Nations force replace United States troops in Lebanon; that free elections be held under United Nations supervision, and that a "free and independent" Lebanon have a neutral status under international guarantees.
The leader of the African Commonwealth nation was introduced by Prime Minister John Diefenbaker.
Dr. Nkrumah, who will visit the United States later this week, said the recession had had an adverse effect upon his nation's plans for the establishment of an aluminum industry on the Volta River.
The Aluminum Company of Canada has withdrawn from the project.
