The Senate was called to order at the usual hour.
A message was received in writing from the President, with a despatch from Mr. Rush, our Minister to France, notifying of the overthrow of the monarchy in that country, and approving of Mr. Rush's recognition of the Provisional Government.
Mr. Allen's resolution of congratulation was then taken up. Upon this resolution an interesting debate sprung up, in which Messrs. Allen, Bagby, Crittenden and Dickinson participated.
The resolution was finally adopted.
Mr. Crittenden moved to proceed to the order of the day, viz. the bill to relieve for a certain time the Judges of the Supreme Court from doing circuit duties.
Messrs. Cass, Crittenden, and Benton, spoke upon the bill and it was finally laid aside.
On motion of Mr. Hannegan, the Senate went into Executive session.
House of Representatives.
About one hour was spent in talking over a motion to suspend the rules, to enable them to take up Mr. Allen's resolution of sympathy with France.
Mr. Duer moved to refer the matter to a select committee of one from each State.
Mr. Donald moved to lay it on the table; which motion was decided in the negative.
A long exciting discussion ensued, in which the question of slavery was introduced. The discussion was prolonged to a late hour, when the House, on motion, adjourned.
Washington, April 12.
Senate.
Mr. Mangum moved to reconsider the vote taken on Friday last, rejecting the bill exempting the Judges of the Supreme Court from doing circuit duties for a certain period.
This motion was made the order of the day for Monday next.
Mr. Hale reported a bill amending the naval pension laws.
Reverdy Johnson presented a petition from John Skinner, praying for an appropriation to establish a school of mineralogy, engineering, agriculture and road making, which was referred to the committee on agriculture, after some favorable remarks by Mr. Johnson.
Mr. Hannegan introduced a bill for the relief of Mrs. Chase, the Tampico heroine.
The bill relative to foreign claims was discussed.
The House resolution congratulating the French, was adopted.

The bill making an appropriation for the Military Academy at West Point was passed.
