Raleigh, March 7.-Governor Morrison appearing before a joint session of the legislature this afternoon urged that the state building commission and state architect be abolished.
Accompanying this recommendation the governor urged that the trustees and directors of each of the state institutions be authorized to spend appropriations. It is understood that a bill to this effect will be presented.
By a vote of 50 to 49 the house today after reconsidering the vote by which the bill reducing the appropriations for the old soldiers' pension fund concurred with Senator Gilbert's amendment giving the veterans $1,000,000 instead of $750,000.
Without opposition the lower body passed on its final reading the bill creating the commissioner of revenue whose duty will be the supervision of taxes. The commissioner would be elected by popular vote.
