LONDON. March 26.

To the PRINTER. &c.

The Service just performed at Embden by two of His Majesty's Ships, may be taken as an Earnest that our Navy will be more usefully employed this Year than it was the last, and that all narrow, selfish Considerations will be laid aside.

It has too often been the Misfortune of this Nation to be, as it were, benumbed in the Beginning of a War, and yet to seem very eager to engage in it. And thus it has happened, that our Wars have generally lasted too long; for we have seldom been thoroughly roused and heated till a third Campaign; then we begin to consider how much Time has been lost, and what Sums have been spent, to little or no purpose.

This the French are thoroughly sensible of; and therefore they concert their Plan of Operations before the War breaks out, and make bold and sudden Pushes, which stagger and confound their Enemies, and reduce them for some Time to act upon the defensive only.

By sending a Fleet into the Baltick, we should do the King of Prussia more Service, than if we furnished him with Twenty Thousand Land-Forces. A Strong Squadron may intercept the Swedish Reinforcements destined for Pomerania, and at the same Time keep the Russian Fleet in Port, whereby their Army will be deprived of all Supplies by Sea; and Should the Russians interdict Trade with us, and seize the Effects of our Merchants in their Empire, Means enough may be found, to compel them to make Satisfaction.

It is but prudent on our part, to feel their Pulse first; to know whether they are really bent upon co-operating with Bourbon and Austria, to ruin the Protestant Interest in Europe; or whether they only mean to carry on a kind of Trading War; and if the Latter be their Plan of Politics, England has nothing to do, but to find out how much Money will satisfy them, and what the Charge of chastizing them may amount to; and then adopt the least expensive Measure of the two.
