A STATE RUNNING MAD.—The Kentucky Legislature has lately been making renewed efforts to appear ridiculous, and, as usual, has met with eminent success. In the lower branch of that body a resolution was submitted on Thursday, which "heartily approved the action of the last General Assembly in rejecting the proposed amendment of the Constitution of the United States." This resolution was referred to a committee and ordered to be printed, which is a pretty sure indication that it will pass. In addition to this obeisance to the departed institution of slavery, the same Legislature has also been paying its respects to the defunct institution of rebellion. On the 11th of December, resolutions of the following character were submitted in the Senate: First, repealing the law expatriating rebels; second, rejecting the proposition to admit negro testimony in the courts; third, declaring that Kentucky has "rights that she can defend," if the habeas corpus is not soon restored in that State; fourth, repealing the law requiring judges of election to be Union men; and as a fitting conclusion to the work of a single day, one of the members ventilated his pent-up rebel enthusiasm by denouncing "Abraham Lincoln and Andrew Johnson as traitors, as great, if not greater than Jeff. Davis, for over-riding the Constitution." Evidently the twin ghosts of slavery and secession are stalking abroad in the State of Kentucky.
