THE ETHICS OF THE CASE

The Kendrick organs are just now emitting lachrymose lamentations at the 'preposterous' idea that Congressman Mondell, who has risen to such prominence in the house of representatives, should be so unfeeling as to want to displace Senator Kendrick 'who has attained such prominence in the senate and who, because of his seniority attained after five years of service, is in a position to do so much for Wyoming.' Mr. Mondell, they insist, should remain in the house and 'home folks will not countenance his personal ambition' to go to the senate, particularly when this would mean the retirement of the senator from Washington.

These folks were not making that sort of an argument when Governor John deliberately announced his intention to abandon the gubernatorial chair right in the middle of his term.

Nor did anyone hear these same lamentors protest against Mr. Kendrick's candidacy for the senate on the ground that his election would mean the retirement of Clarence D. Clark, who had for a quarter of a century faithfully served the people of Wyoming in the senate.

Mr. Kendrick was governor. He deliberately vacated that office in the middle of his term, in the face of a constitutional provision to the contrary, to serve his 'personal ambition' - with the knowledge that his duties as the state's chief executive would fall to one whose conduct resulted in his leaving the state under a cloud, to put it mildly. When Mr. Kendrick announced his candidacy for the senate, these sticklers for ethics, so interested in the state, were not then depressed over the prospect of loss of the state's 'investment' in educating Senator Clark. Senator Clark had risen to the chairmanship of the Judiciary committee, a position never before held by a western senator, and was accounted one of the most influential members of the senate.
