TALLAHASSEE, Fla., Aug. 18 (ANP)—Some 300 educators have prepared a detailed survey of conditions in the south which concludes that the nation's best economic opportunity lies within this area and improvement of the general plan of education is the key to its fulfillment. The volume was compiled by members of the Southern States Work-Conference on Education.
The study finds that although the south has abundant resources, it has the lowest level of living because "a large proportion of human and natural resources . . . have either been wasted or uneconomically utilized."
"From the point of view of science and natural laws, there is no necessity for these conditions to be continued. The solution can come only as a result of human foresight and planning on the part of Southerners supplemented by the interest and co-operation of the citizens of the entire nation."
The chief problem, the study found, is to improve the understanding and change the attitude of the people and develop skills that "as yet have been only partially developed."
"The major responsibility for bringing about these improvements rests on the schools and educational institutions of the region. While the schools alone cannot be expected to solve this problem, it cannot be solved without their intelligent and aggressive co-operation.
"The work of the schools and educational institutions must be re-adjusted in many fundamental respects so as to contribute directly and deliberately at all levels to the attainment of the major objective."
As to southern economy, the report brought out that "the southern states have one-third of the nation's children to educate with one-eighth of the nation's tax-paying ability and one-sixth of the nation's school income.
"The typical southern state provides for higher education only 80 cents per inhabitant as against $1.70 in the typical state in the rest of the nation.
"The south has 28.11 per cent of the total population, but 33.48 per cent of the nation's unskilled workers, only 18.33 per cent of the skilled workers, 20.30 per cent of the professional women and 17.59 per cent of the clerks and kindred workers."
