SHELLS FROM STATES FOUND TO BE UNFIT

MADRID, Spain, Nov. 26—El Sol today published a semi-official declaration which also appeared in Barcelona newspapers, stating that all ammunition acquired in the United States for use in the Moroccan campaign was found to be unfit for use. An authoritative source is responsible for the statement that the Spanish army purchase commission in the United States acquired discarded stocks with the full knowledge of their quality, and that the Spanish inspectors passed them.
