ON BEACON HILL.

Trout Bill Veto Stands.--Fall River Police Bill. Taxation of Mortgage Notes.

Boston, April 28.-The house voted to take the vote on the state house bill at 3 p. m. Monday.

The statute creating the state house construction commission provides that "no commissioner appointed under this act shall be directly or indirectly in any way interested in any contract made under this act, under penalty of removal from office by the governor and council." In view of this provision it is held by some that Mr. Clark, the newly appointed member of the commission, cannot legally serve thereon, inasmuch as he is a stockholder and director in the Smith-Caron Iron company which has furnished the iron castings for the new extension of the state house.

The committee on taxation reported recommending reference to the next general court on the bill to repeal the law exempting from taxation notes secured by mortgages on real estate.

The committee on finance reported in favor of the bill to provide for the registration of physicians and surgeons. Also, in a new draft, a bill providing for an investigation of the methods used by street railway companies for the safety of passengers on open cars.

The bill relative to the paying in of the capital stock of aqueduct and water companies was passed to be engrossed.

In the senate the bill to establish a board of police for the city of Fall River was passed to be engrossed without opposition.

Mr. Smith thought the governor had committed a mistake in vetoing the bill to permit the sale of artificially reared trout reared in the commonwealth during the months of February and March. The bill was debated at length, and finally by a yea and nay vote of 19 to 10 the senate refused to pass the bill over the veto.

By a rising vote of 11 to 9 the bill requiring notice of application for liquor licenses to state the owner of the premises on which the licenses are to be exercised was rejected.

The resolve providing for an investigation whether railroad corporations shall be required to provide mileage tickets to be accepted for passage and fare upon all railroads in the commonwealth was passed to be engrossed.

Colonel Fred D. Grant was at the state house and was given receptions in house and senate. He made a brief speech in each house, in which he mentioned the fact that it was his father's birthday.
