PORTSMOUTH, August 12.

Since our last, a vessel from Shelburne arrived here, with British goods on board; which the owners would feign have palmed upon the inhabitants of this place, without paying the duties, as by a law of this State made and provided, are laid on all British commodities; but being interrupted in their smuggling trade, they were pleased to weigh anchor, and set sail for some other port.

Another vessel, we are informed, was hovering off the Shoals at the same time, bound upon the same errand; but upon information of her partner's cold reception, shaped a different course.

One of the above vessels is reported to have had a considerable sum in specie on board, to purchase provisions for the inhabitants of that barren country, lately and properly called New-Scotland; who are now experiencing "all the horrors of starvation."
