Gen. Butler, having harvested 'a good thing' out of the army, proposes that there shall be no more wastes, no more swindlings, no more sinecures even in that department. He is a trifle rough, perhaps, on officers who have grown old and kept poor in their country's service; but his zeal for economy and honesty is most commendable. We can hardly have too much of it from that quarter. And as for the poor old officers whom he proposes to turn adrift, they should have known enough to have improved their opportunities and made hay while the sun shone!
