New Orleans, Oct. 9.—[States' Washington special.]—Senate—Harris sent to the desk and had read, a resolution recently adopted by the merchants and the Cotton Exchange, of Memphis, severely scoring Senator Bate and himself for their course on the pending silver bill. He wished to say he recognized the right of his constituents to criticize himself but he trusted they would pardon him for saying he believed his duties better than they did not believe they represented views of the people of Tennessee.
