The Red Petticoat. The just introduced novelty of the "Balmoral," owes its existence to Her Majesty of England's visit to Scotland and it is said to have been adopted by the Empress Eugene—from the English fashion. Worn by the Scottish peasantry, the material is linsey woolsey, woven in stripes across of black and red: here it is made of a stuff rather stiffer than flannel, in the same colors, or others to suit the fancy, and worn as a skirt or petticoat, the dress being looped up over it at the side. The Balmoral is not long, and the wearer may thus promenade even in muddy weather, without detriment to the outside silk or moire antique, and without the necessity of keeping both hands employed in holding it up. The fashion will thus be a decided improvement on the odious one of sweeping the sidewalks with ladies trains. If it become general, it may lead, too, to the very majestic and graceful long train in vogue a generation or two back for walking costume. It has been objected that this dress, although very suitable with a black or dark silk, will be too gay with an outside covering of bright colors, and will make the ladies look like walking tulips. But this difficulty will hardly interfere with it. The general taste this season is for dark dresses in the streets; and they are so decidedly the most appropriate and becoming, that we hope the ladies will lay by the more delicately tinted and gorgeous fabrics, for evening or home wear.—N.
