By this time it is probable that hostilities have commenced between the Russians and Turks. The Empress is grasping at territory; would impose upon mankind, by holding out principles of liberty as her motives. She pretends to give protection to the Tartars for the purpose of knocking the Turks on the head—a conduct which may be consistent with the policy of this world, but very incompatible with the ordinations of Christianity. The Turk, however, appears to consider peace as an object to be obtained at all events: his country being at present unequal to the contest with so great a power as Russia is at this time.
