Crime Has Own Government.

There are two governments in this country, the government of the law-abiding and that of the underworld, said Herbert S. Mosher, Pinkerton detective, in an address in Philadelphia a few days ago. Mosher emphasized the thorough organization of criminals, pointing out that they spend months planning robberies and making every arrangement in advance, even to the extent of securing counsel and bail in case they are arrested.

"The crooks get the lay of the land, study the protective features, calculate the chances of getting caught, and frequently arrange for the sale of the loot before the job is pulled," Mosher said. "This calls for a business organization and has resulted in the setting up of the so-called government of the underworld."
