GLASGOW, Sept. 14.

Extract of a letter from London, Sept. 15.

By a letter from Petersburg we hear that the grand Russian fleet, consisting of twenty sail of the line, besides frigates, bomb vessels, &c. is now ready to sail to the Mediterranean. It is commanded by Captain John Elphingston, a Scots Gentleman, as Admiral and commander in chief, with a Vice and Rear Admiral under him. We hear that Mr. Samuel Greig of Burntisland is the Rear Admiral above mentioned. It is remarkable that Scots officers fill the highest offices in both the armies and navies of almost all the powers in Europe. They are employed by Russia, Denmark, Sweden, Holland, the Emperor, the Portuguese, the Republic of Venice, &c.
