COMMUNICATION.

The Aurora of this morning says, it is "not proper." If any of the party concerned either yet proved that the Mount Vernon is American in her capture or any of the steps taken preparatory thereto—any of the owners of the privateer, or its agents, or any other American citizens friends to the peace, neutrality, honor, rights and independence of the United States, know any thing of the fate of the Mount Vernon, where he is carried for adjudication, what progress is made in the trial, whether evidence on the part of the owners (the onus probandi being thrown on them) has been adduced to shew that the ship and cargo are American property, and will give information in the premises they will oblige the American public, particularly those who now consider the transaction as an act of piracy, a violation of the neutrality and sovereignty of the United States, and a breach of our treaty with France.

If there was an arrival at New-York on Saturday last from Havre de Grace in 23 or 24 days which brought dispatches to the French minister which contained an account of a victory by the French over the Austrians, near the Rhine, and these dispatches were received here on Sunday, and the circumstance was known to many who are in the secrets of the French republic, and this news was circulated at the coffee house and in the streets, and repeated again on Monday with additional corroborating evidence of its authority: It is not fully matured for official annunciation. Time and patience may prepare the public mind for its reception,

The Courrier Francois of this morning says,

Mais quand cette victoire des Allemands seroit vraie, il s'en faut bien qu'elle soit decisive, ni même consolante pour eux.

Il paraitroit que leur perte est plus considerable que celle des Français, qui n'ont abandonné ni canons, ni poste important.

The Aurora is requested to say whether there has been any suppression of Intelligence, or not, as in the case of the Iris.
