Self Protection.—If, as Dr. Johnson says "Whoever is governed will sometimes be governed ill, even when he is most concerned in his own government," those who take no share in self government run a still greater risk of being misgoverned; for their rulers not being responsible to them, they hold in their hands no remedy against abuses; and when burdened so much as to cry out, they are told to help themselves if they can.—Their only protection is in universal suffrage.—and where this and a fair representation exist, the sufferings, if any, of the People, are their own fault.
