The whigs have laid much stress upon the predictions of Gen. Scott as to the management of the Mexican war. They pointed exultingly to the fact, that Gen. Scott had declared that an army could not be collected on the Rio Grande before the 1st of September, and that said declarations had been fully verified. True, Gen. Scott first spoke of the 1st September as the earliest period for assembling an effective army; but upon "sober, second thought," he corrected his first impressions and fixed upon the 1st October as the time. Now, it will be recollected that on the 5th September Gen. Taylor left Camargo with a well disciplined and strong force, and achieved the splendid victory at Monterey on the 24th September, just a week before the day which Gen. Scott in his plan of campaign indicated as the earliest time possible for commencing his movement from the Rio Grande.--Richmond Enquirer.
