BLAND'S CHANGE OF BASE.

Looking to Western Republicans for Help

-His Bill Liable to Defeat.

Washington, February 22. -There were indications today that Mr. Bland had carried the seigniorage bill about as far as it was possible to do under existing conditions. A member of the committee on rules is authority for the statement that notwithstanding the declaration of the caucus Monday, the sentiment is growing on the Democratic side of the House in favor of abandoning the pending measure. He said that when Mr. Bland makes his motion tomorrow to go into committee of the whole to consider the bill he will be antagonized by a motion to take up one of the appropriation bills. It is intimated that when this is done, the latter motion will be adopted and the seigniorage bill shelved. The change today in Mr. Bland's motion for terminating the general debate on the seigniorage bill, extending the time for discussion until three Saturday afternoon, occasioned considerable surprise. Mr. Bland says a number of western Republicans say they will support the bill and will vote to make a quorum if further time for debate is given.
