"By a Bristol paper of May 8th it is said, the foreign troops were ordered to sail with the fleet, and Lord Mansfield [is to] leave and set out from court on the 2d of May, to take the command of them. It is still uncertain about the Commissioners, but on the 29th of April it was said a council, as makes it necessary to appoint five. Lords and General Howe, and Mr. Cornwallis are three of them, the other two uncertain; but mention Governor Pownall, and one Mr. Mills to be them. They are to receive your submissions, and grant pardons, but not till you have laid down your arms. I hope you will submit, as you ought to do—I make no doubt but you will be pardoned for it.
General Burgoyne is to command at Quebec, General Howe at New-York, and General Clinton to the southward. Lord Howe to command the whole.—The Queen has brought another Prince to the Nation.—The Duchess of Kingston has had her trial and found guilty; but pleaded the benefit of clergy and got off. She has since gone over to France, to avoid a writ of Ne exeat regno."
