was reportedly made at 10:16
p. m.

However, witnesses said Brown
had offered no resistance. Officials
were told Roberts hit the man with
a flashlight, and Patton hit him
with a "blackjack."

Speaking of the incident, Mayor
Holt declared

"The incident
is terrible and
most regrettable. There is no excuse
for such a brutal beating.
Even if Brown had been resisting
the officers, such violence should
never have been used."

The officers had been on the
force for some time; Patton had
been a policeman for nine months,
and Roberts had a service record
of two years. Their resignations cut
the force to four men.
