WINNIPEG, Aug. 17.—Hon. Mr. Thompson, Canadian minister of justice, arrived here yesterday from Ottawa on his way to the Pacific coast. In view of the importance of an extradition treaty, as illustrated by the recent McGarigle escape, a reporter questioned Mr. Thompson regarding the possibility of a new treaty. Mr. Thompson said: "The negotiations between Canada and the United States have dropped because of the action of the American senate in rejecting the modifications in the treaty. We believe that there is a general feeling in the United States in favor of an enlarged arrangement with Canada. President Cleveland strongly shares in this feeling, but the United States senate took it upon itself to terminate the negotiations by its unexpected stand, probably to prevent the democratic party from enjoying the credit of bringing about such a salutary international arrangement. The Canadian government for years has been urging imperial authorities to push through a new treaty. Among other things we want the privilege of conveying prisoners coming from other British possessions or from foreign countries through American territory. Last month one was brought through American territory and applied for a writ of habeas corpus, and of course our man lost his liberty "How about the case of McGarigle?" "I am not fully advised as to what grounds his extradition will be fought on The matter will likely have to be fought out in the courts before reaching my department."
