Our exchanges are teeming with indignant commentaries on the course of the Austrian government towards the expatriated exiles, that now are dwelling under British protection in London, and other parts of England. Mazzini's proclamation to the Milanese has provoked that tyrannical power to atrocities, that are only worthy of the days of the worst barbarism. It is rumored that Russia, Austria, and France, intend to demand Kossuth, Mazzini, and the other patriots, under the provisions of the rendition treaties with those powers, and should England refuse, they will withdraw their Ministers from the Court of St. James and London.
The aspect of affairs in Europe give strong indications of the revival of the difficulties of 1848. The spirit of disaffection among the oppressed masses but sleeps--it is not dead. It is contrary to human nature, that the over-taxed and ground-down people of Christendom can any longer bear the burdens that oppress them. The practical work of the system of government, under which they live, are sufficiently illustrated by the larger masses of the exterminated population, that weekly flee to our own shores to seek a home and a shelter under our Constitution--that noble fabric that holds out a beacon-light to the oppressed of every nation, and every clime.
The many complications involved in the struggle between tyrannical power on the one hand, and the growing thirst for broad liberty on the other, will sooner or later, cause an upheaving of the masses that must end in a general European war. France must open the struggle, and should she fraternize with Russia, the fate of the masses will still be in the balance; but, her course must verge towards popular amelioration, modified, though it be, and the seeds of republicanism may yet receive the spark that was kindled there some few years ago. The masses of France are kept down at the point of the bayonet, and the Emperor is not the sovereign of the people's will. He has bayoneted his way to the throne by a pampered soldiery, and a sudden avalanche of popular feeling. An out-burst of vengeful spirit may yet sweep that mock throne as did the masses that of Louis Philippe in '48. The alliance of Napoleon with a lady of plebeian blood has given an insult to royalty, and must alienate him from the jealous rulers who so tyrannize over their own subjects. Napoleon feels that now, and must lean towards the masses. Altogether the smouldering embers of a fresh revolution seem to kindle, with a gloomy foreboding for royalty--and should Austria persist in her demand for the rendition of Mazzini, it will be bringing matters to a crisis, and France will then draw the sword upon England, to revenge the brutal murder of her true Napoleon.
